Issue one written scope

Give each bidder the same photos, dimensions, user goals, desired products, permit expectations, and finish assumptions. Ask for alternates separately so the base totals remain comparable.

Verify the business and the method

Check the license category where required, insurance, permit responsibility, recent relevant projects, subcontractors, warranty, payment schedule, change-order process, and who will assess the user’s functional needs.

Score the finished outcome

Compare clear openings, slopes, landing dimensions, reach ranges, support locations, lighting, drainage, surface transitions, and commissioning. A proposal that names measurable outcomes is easier to manage than one promising only ‘accessible’ work.
